The saying goes that only the Germans care enough to do good dubs. All the others just do it for a quick buck and read from a script. I don't know enough about this but from I've heard from Germans themselves is that their voice actors are usually well-known and the best ones are given good parts and also to represent certain actors exclusively. Apparently the Germans also go through great lengths to "translate" the jokes and punchlines to fit better with a German audience (humor is often lost in translation). Since I don't speak Japanese (but speak German and Spanish) I can't really say how well the Japanese dub comes across.
I have read multiple times that Italians and the French have the best voice actors and overall dubs. Now, even though I speak Italian, I haven't watched many Italian dubs, so I can't speak for those. However, I have watched a lot of French dubs, and I can say that the dubbing companies and voice actors really outdo themselves 99% of the time. Like, French dubs are usually very good, if not insanely good. Of course, I'm part-French, so my opinion is bound to be biased; however, I have found that many people hold that same opinion. As for the German dubs, I haven't had much chance to watch them either, but from what little I've watched, they really do seem to be amazing, too.
For me best was indonesian but worst was hindi (I'm Indian don't attack me 🥲) it's just that indian dubbers just don't do that good and many Indians agree
