I always thought that if magic really existed the magic users would be the kings, queens, popes, etc., rather than being persecuted. But I suppose if magic isn't very powerful, particularly for combat, it could still end up being oppressed in some way. For example, think about how useful being able to glimpse the future could be for a military commander. Or having people who could completely heal injured soldiers in a couple minutes. The people in charge would absolutely have access to such things, either because they employ people with magic, because they enslaved them, or because they have magic themselves. After all, anyone who refused to use magic/magic users, would shortly be overthrown by someone who did not.
