Impossible, because the German automobile industry builds cars all over the world, it's too huge. The local workforce in Hungary is also largely insufficient. What worries German manufacturers is the Chinese competition in electrical components and batteries, but not the factories.
I found this whole "report" hilarious. They find some people who will smear the factory who belong to some EU NGO to make it look like Hungarians oppose this factory.

Lines/business units/cells are fully automated using robotic arms, conveyor belts, etc. and lights only come back on when maintenance teams have to go in for repairs. So maybe in the future there won't even be asians bought in as a workforce. Their younger generations at home are silently protesting the low wages they get and the housing crisis by not taking complex jobs or any jobs at all. They seem to have had enough of going nowhere in life whateverthey do. The benefit to the chinese must be mostly the import tariff "loophole", but for Hungary I can't see any benefit for now. Collecting some low taxes or making up for an export deficit?

Factories of European companies in China can pollute as much as they want, but Chinese companies can't even establish a single car factory ? I have been to factories EU companies factories in China and they are terrible. We basically exported our pollution.
I worked in China. What you write is absolutely untrue. Chinese companies get away with work standards, lack of safety and pollution levels that no western company would be allowed. I am in R&D and came around almost all China. What I have seen inclusive child labour is not from this world.
