As most people mistake thinking Senpais sister is the same rival concept as the others, the are incorrect. Yandere dev had the intentions of them having a sibling connection, meaning he wanted Senpais sister to be clingy and attached in a sibling/reliteve way. (I'm sorry, this is concerning how much I'm trying to decribe this)

He will give in to her saying he won't get a girlfriend because the way she is a rival is that she is trying to stop Senpai from getting a girlfriend so he won't leave her. But in that case, she should be useful to you before she becomes a rival because she would convince senpai not to get a girlfriend so he would reject each confession, but then, when she is a rival, you should convince her that senpai having a girlfriend wouldn’t be that bad, so you could use her to make around half of the game easy as shit.
