Popa mostly says he's going to be Moman's manager and make her a big star, the jokes cross-referencing the tv show (La Petite Vie) and Céline's carreer. What's making people laugh so much is a lot due to seeing Céline do a comedy act, and imitating the original character pretty well. :)

So what she is singing was just written for the skit. He says he is "Môman's" agent -- Céline is imitating Môman and breaks character to reveal her voice.
