Do all the teams who are not the Guardians try to get cards at the same time? Or does only one team try to get cards while one other team tries to tag them?

Guardians can move to all directions and run to tag them or have to stay in the same place from where they start?
Oh they can definitely move around, I don’t think they’d be very successful just standing there 😂
thank you for the answer. I just wonder how comfortable is that without step on the cards (its obvious that they step on the cards right?). Sorry for my english I am from Greece.
