My husband worked for the city water department. This is close to the sewer treatment plant. Don't eat the vegetables that will come up in the sewage plant. They may look beautiful but more than likely they have E Coli. It's just not safe. He use to show me photos of the volunteer vegetables that would grow there. Nobody would eat the stuff. The University in town wanted to test it and found it was loaded with nasty stuff.

The "odd looking plant growing on our normal looking cactus": 1st, I don't think that's a cactus. I believe it msy be an Haworthia. 2nd, that odd looking plant on it?? Is it's bloom! Garlic snack: my elderly cousin would visit my Mama for a month or so at a time. Mama would catch her in the middle of the night eating garlic sandwiches!
