It's not just a tribe. Blonde hair is common in Melanesians in general and evolved separately from blonde hair in Eurasians. You will see many blonde people in Solomon Islands, Vanuatu, and New Caledonia.

As an Australian I feel a lot of guilt and debt towards the people of New Guinea and Papua. We treated them like shite and most of them still helped our boys in the war.

Having spent time in almost all of these countries, A LOT of them are basically vassal states where the Australian government and/or Australian businesses have huge amounts of power over the local government and local culture, and are independent just because the Aus government doesn’t want to give them Australian citizenship.
The Marshall islands (and a few others like American Samoa) are an exception in being extremely influenced by America and American culture.
Another interesting fact about the Oceania region is that many countries have some of the highest per-capita cannabis consumption rates in the whole world
