Burzum isn't. Varg is, but Burzum never had NS themes. I think people just tend to group Burzum with the NSBM scene because they're the kind of people who refuse to listen to anything they deem sketchy and it's easier to claim Burzum is NSBM than to just accept that Varg isn't the same as Burzum...
