Suleiman, who was apparently "frustrated" by his efforts to get Rüstem onto the divan, arranged for the marriage, while Hürrem, apparently, wanted a governor from Cairo instead, who was younger and supposedly handsome. I think since the union later came to Hürrem's advantage with her forming an alliance with her daughter and son-in-law, people automatically assume that Rüstem must've been her ally from the start (meaning she aided in his rise) but there's really no sign of that at all.
