Nothing has changed much in this regard. Except people don't get 20 years for stealing some food. But the character of a convict is the least what matters in all of this.
Every time when i watch this scene asking myself Do we still having even a lil bit of that integrity & morals till now? I don't know But i don't see it usually now a days.
Such a brave thing to do, knowing it would ruin his life... so selfless.
The irony is he truly was a changed man yet they'd still lock him away.

Yes. Champmathieu is described in the novel as someone identical to Valjean, both Javert and Valjean's companions recognize him as Jean Valjean.
