it procs automatically and often not when you want it to, i'm not a big fan of cast on shock elemental invocation on the other hand is a button press and with BL or eye of winter you can get 4/5 of them in one cast instantly popping the bell with no animation right when you need it i changed that on my monk for optimal burst you can precast easily on bosses with it eye of winter > BL but BL costs less int so if you dont have the int it procs the bell instantly too just no crit weakness
