It's literally stated by the directors of the movie and the official screenplay that Spider-Man was not holding back against Norman during the Condo fight. Saying Spidey was holding back even with the blatent statements saying otherwise is literal cope lol.
Spider-Man at his absolute weakest can already send Cap flying with casual kicks to the face, and clown around Super Soldiers. Spider-Man after Homecoming would get much stronger and better feats to where he can easily catch Cull Obsidian's hammer. Green Goblin can laugh off countless full powered strikes from Spider-Man, he was so strong to the point where Spidey needed a rage boost to defeat him lol. And even then, Norman was still able to tank countless blows from this Rage amped Spider-Man and even land a few hits himself.
Green Goblin and Cap are not even in strength, not even close. Thier not even in the same tier, Norman bolos Cap in so many ways, either physically or with his vast arsenal of potent weaponry.
