I’ve worked for BLS and done enumeration for major population surveys. Most data is self reported, not assessed by the enumerator.
We’ll explain the criteria to the person, but we record what they tell us regardless of how it might appear to us.
If a drug dealer considers themselves employed, based on the criteria I explained, I’ll record them as employed. Same goes for those ppl that sell luluroe leggings.

She works at Elgrim's Elixirs (or at least is apprenticed there, apprentices are employed because they're learning a trade, which means blacksmith boy gets a free pass as well). Ingun's also my favorite character in the game, mostly because she sounds so passionate about everything she does and everyone around her. I nearly always use CC's to marry her because of this (and it's fun to have free access of the Black-Briar property).

    A couple of notes;
    - Mjoll is technically an unemployed mercenary. To my knowledge, she and Aerin partake in unpaid community service.
    - Marcurio is a freelance mercenary, although he is currently unemployed.
    - Sapphire is a member of the Thieves Guild, so whilst employed, she is not a mercenary as you have noted.
    - Viriya is technically retired, however she claims to work at the fishery.
    - Sam Guevenne and the courier are not residents of Riften, and as such should be disregarded during this survey.
    - Aventus Aretino was an orphan living at Riften's Honorhall Orphanage, however he ran away to Windhelm following the mistreatment of himself and the other orphans. I'm not sure how this should be approached from a statistical standpoint.
    - The Riften Warehouse is the base of operations for two more residents who were not mentioned in the video; Orini and Sarthis. Sarthis is a skooma dealer and Orini is his bodyguard.
    - There are multiple locations dotted around the outskirts of Riften, such as Goldenglow Estate (Employed by the Black Briar Meadery), Snow-Shod Farm, Heartwood Mill, and Black-Briar Lodge. As with the Whiterun video, I'm unsure whether these residences count towards the populus of Riften or just the Riften Hold in general.

Also not all the orphans are from riften so there's no way of knowing if Riften has a medical qualities issue. In fact I think riften is the only location with an orphanage.

A quick note: The Bureau did make some adjustments to the count between enumeration and final report. They didn’t complete agree with the enumerator’s judgements in hindsight, which is why there’s a slight discrepancy between the survey and the press conference.
Also as this continues to grow in popularity I would like to make it clear that this is, on some level, parody. It’s not good to judge people based on their face value contributions to a flawed society.

Your rules are in charge of the politics and logistics throughout an entire hold and if you’re the son of a Jarl, you’re probably getting raised to take over the position after your parent dies so it would be kind of like an internship.

I love these videos, I am a skyrim megafan (idk if that's a word i probably made it up), so i naturally noticed some small absences, you forgot to include an argonian woman who is lost in the docks, she gives u an ancient cube to place at a dwarven ruin, she's doing this because her mind is troubled and she makes no sense of it all, at no given point does she mention that she works at any place so my guess is she's looking for help in the nearest city to those ruins and she's probably gonna leave that location once you complete the quest she gives you.
You also didn't mention the two prisioners inside riften's jail, in there is a nameless woman, so unemployed but then u have sibbi black briar, he's the son of maven black briar, the matriarch of the black briar meadery and the largest business in town, it is not explicit wether all of maven's children that is her 2 sons and 1 daughter all help her with her business but the fact is sibbi was acused of murder, he murdered his soon to be fiancés brother, and is now serving 8 months in jail and asks you to find a woman named svidi who escaped riften to flee from the wrath of the black briars, so sibbi is a bit of a complicated situation...he's in jail so currently he's not working but he is the son of a powerful family and before being arrested he may have worked for his mother and once he's out again he probably will return to his position once more, so idk about that one.
I also wanna point out the incredibly confusing story between aerin and mjoll, if you remember you saw a rich man and his female bodyguard roaming the streets well the story is a bit more complicated.
Aerin saved mjoll's life when she got injured in a dwarven ruin exploring, he nursed her back to health and since then she's been living in riften in her caretaker's house Aerin and she decided to stay in riften because her sense of pride and justice has prevented her leave, she wants to fix riften's problems mainly the corruption of the black briars and the existence of the thieves guild, however she takes more of a mercenary role than anything else, aerin isn't proven to have a job of any kind however as he simply owns a fancy house and lets mjoll sleep in the bed and he feels compelled to give her room and so he sleeps in the couch "figuretavely speaking".
Aerin could've inherited the house from his parents or maybe he used to work and bought the house but no current evidence suggests he works right now.
also idk how the orphanage is classified as a job...does riften pay the orphanage despite grelod the kind being an awful human being who doesn't want any kid to be adopted and turns them into slave workers instead? that puts constance and grelod in a precarious position.
Oh you also forgot to check on the pawned prawn, u met bersi's wife but not bersi himself, but yea bersi owns the shop so he is employed xD
Also speaking of farms there is another farm that supplies riften, it is located southwest of riften past the south gate, in it there's 2 more farmers.
*edit* I forgot to mention a few more
in the ratways there's the deepest parts of the ratways, in there u find more vagrant and lowlifes so unemployed, one of them has a name but she's a deaf homeless woman who attacks anyone that gets close to her so unemployed, there's also a brawler that has special enchanted pugilist gloves, now if he was participating as a brawler in a bigger contest or special attraction that'd be something unique to consider, but nope, he's just a sycopath that lives in a cold stony room with beartraps and assaults any1, u also got a imperial desserter, a man who quit being a soldier and has fallen on hard times after being betrayed by his unit, so unemployed, there's also a chef, now this guy does not cook meat, he kills his victims and then cooks their meat, he wields a woodcutter axe or dagger and assaults anyone that gets too close to him, so he's a serial killer nice, but he doesn't work for anyone nor does he take out contracts he's probably just a deranged individual with murder tendencies.
And finally...there's esbern...esbern is a very important person...he has ties to a dysfunct former group called the blades who used to work directly under the emperor of cyrodiil but they were disbanded decades ago, with the aldmeri dominium arresting talos whorshippers they also chased down every last single blade that existed, they did this because they held resentment towards the dominium for taking over the imperial seat and forcing the empire to implement rules and make the emperor essentiall into a puppet of the thalmor.
Esbern is taking refuge from the aldmeri dominium thalmor, so he paid the thieves guild to keep his location a secret, eventually in the main story u meet him, if u meet him before the right point in the main story he just comes across to you as a paranoid old man who rejects to be seen by anyone inside his little bunker inside the ratways, this is because well he is in hiding, but here's what's so bizarre about his "job" status, he's more of a scholar a researcher, he researches the return of the dragons in skyrim and has extensive knowledge about ancient lore and history, he will serve the dragonborn in the future as an advisor of sorts but he's not a riften citizen he's just "visiting" the area for refuge, so if u don't wanna consider him as a choice to be debated i can understand :D and that's it, that's all of them i think u missed. Love your video please make more of these x3

I did some research on the topic of "criminal" jobs and what most likely would and wouldn't define employment in those situations. From what I could gather; the main determining factor here is whether or not wages, or the formal exchange of currency/goods+services in general, are taxed at any rate by the prevailing government entity of the town or region you're surveying.
In present times, most (or maybe all) of the developed nations of the world impose some type of tax on wages. When a "criminal activity", such as drug dealing or thieving, produces a profit it is typically considered to be 'under the table' wages. These wages go untaxed, and therefore earning them would not constitute employment. In the real world.
Things may be a little simpler or complex in video game worlds, depending on the game/location of the enumeration survey. In the examples provided through the Skyrim surveys, it doesn't seem obvious in any way whether the wages of the employed are expected to be reported to (and therefore taxed by) the cities.
In the event that wages are not directly taxed, then some 'criminal activities' and the wages earned from them would indeed constitute employment. In the example of a drug dealer; they should be classified as a merchant, same as any other vendor of goods and services. However in the example of thieving, the currency you directly steal does not count as an earned wage as no product, service, or labor was provided to the other party* in this transaction (*whoever is getting robbed). However, however, if a thief is paid wages by a third party in exchange for stealing at that third parties behest, then those wages earned by the thief would constitute some level of employment, albeit it temporary/freelance work. Additionally if a thief is to steal property and then sell that property, the wages gained from those transactions would once again signify some level of employment in a region that doesn't tax wages or the exchange of goods, services, and/or currency.
Lastly; if their is a tax levied agaisnt the citizens of a surveyed region but the specific taxes in question are in no way tied to income/profits, then there are still situations where it is possible that 'criminal activity' could occasionally equal employment. For example if the tax in question is a residency/citizenship or property tax, then it is entirely possible for an employed individual to earn wages through 'criminal activities' that they then use to pay the appropriate taxes. The wages themselves can only go untaxed, and still indicate employment, if all other wages of surveyed citizens are also untaxed.
Hope this helps you streamline future enumeration surveys. Give my regards to The Bureau.

    • @legatelaurie
      @legatelaurie Рік тому +1

You're right that the "hidden economy" is a large part of determining Labour Force Survey findings. If a thief or similar profession described themselves as employed, they would probably be described as such in the Labour Force Survey. It doesn't matter whether someone is working in the "hidden economy" or not as to if they're employed - employment is just if you are doing some sort of labour and making money in some form from it. You don't need to pay tax or be eligible to pay tax to count as employed. If thieving is someone's primary employment then they would count as employed - the thieves guild are professional thieves for instance. If someone is unemployed but decides to steal something, or steals while searching for work, that would still count as unemployment imo - they're not doing it as their primary occupation but just as an activity. It's not just crime which is looked at in this way, plenty of people might invest in stocks and shares for instance, including unemployed people, but if that's not their primary occupation then it won't count as employment, same goes for someone making youtube videos (even if they don't currently make moeny they may have an expectation of eventually making money, hence employment).

the thieves' guild is technically a legal body, since their operation is ignored by the guards and they work with maven black-briar, who can be the jarl of the rift, and if you're a thieves' guild member you can freely wear the armor and all policing bodies will ignore and endorse you (you unlock the ability to bribe guards with the guild)

I'm Pennsylvania, apprenticeships are paid and counted as part of the employment rate. To get the most accurate statistics, you'd have to figure out what apprentices are being paid in each hold, if they're being paid at all.
Then you'd want to find out if payment is required in said hold.

For future ease of guard counting, the guards have beds in the barracks they go back to. You could count how many beds there are in the barracks, and assume any extras are not citizens of the town they guard and come from elsewhere in the hold.
