if n is the number of DMUs, m the number of input and s the number of output then n>=3(m+s).

Is it necessary to normalize data? bcuz I didn't see in his paper.
I don't know about the effect of normalisation, but its always good to normalise data before proceeding calculations.
Normalising the data will give same efficiency results.
