I like to imagine this first phase works that every sans has it's own amount of attacks to exhaust, and every time you attack a sans, the next attack will be by the two sanses next to him (from left to right) that aren't exausted. in the case of two sans, the other one attacks, and in the case of one sans left, he attacks himself.
No, they all attack at once. Simple as that.
You could say this will be like a Survival type fight. They will keep taking their turns to fight you, and you only get your turn when all of them exhausted
and you can attack multi of them at same time.
