I said finding a phone "BOOTH" is the hard part... Simply finding a pay-phone is actually easy if you know where to look. Grocery Stores, Banks, Pharmacies, Shopping Malls, Airports, Bus/Train Stations, even some Gas Stations still have one.

I use a satellite communicator with my iPad. I turn off WiFi and cellular and communicate directly over satellite...$50.00 a month for unlimited email and text...also has a SOS for rescue if needed...world wide coverage through iridium...
I love me some Iridum gear, have some myself, but if you're doing so for security, I'd be very careful. Iridium is highly able to geolocate the user and does so routinely in normal network operations, and most Iridium services lack any form of over-the-air encryption. If you ever want to listen to every Iridium call in your beam, you can do so with about $40 worth of hardware from Amazon. Satellite phones are great, but they aren't privacy tools unless you're using a one-way device like an Iridium pager.

Nothing. You could totally do that, you'd just basically be setting up a louder pager transmitter on their frequency and transmitting over them, or transmitting when they're not (which, as you saw when I set up the SDR, the transmitters aren't always transmitting, so you could wait until they weren't). Nobody's pager is going to go off if the message you transmit isn't for their CAP code though, so you might have to listen to some messages on the network first to find out what CAP codes are around you.
