Most of the full coverage concealers are slightly drying .!! I have dry eyes too .!! As a part of skin prep apply a hydrating under eye cream .!!! And then do ur base .!!’ The concealer I would suggest would be L’Oréal infallible concealers ( budget friendly plus full coverage also )
