Fun fact about giving the criminally insane chess tables: my step father used to be a nurse at a prison for the criminally insane. He often played chess vs them and said they were some of the best chess matches he's ever had.

I saw you assign the cells as padded, but it did not cost any money when you did it. I never saw you actually put in the padding, so that is probably why it says you don't have padded cells. I don't own the game, and have never played, so maybe I am wrong about how that works. Also, are you sure the TVs are facing the correct direction?

The padded cells work without adding the padded floors, but it would improve the effectiveness if they did get that upgrade.
