do I need OXCE for the xcom files and final mod pack?
It's a standalone client based on OXCE. So you don't need OXCE in addition to it.
does this have a portable option? i'd rather it didn't take up several GB of my M.2 drive with xcom mods that don't need the speed for that!
What do you mean with portable option?The client itself is 8 MB zipped and 22 MB unzipped + 11 MB for the game-files.Mods can be pretty big but that's not really anything I have impact on.
