Blame the Penguin for leaving him behind. When they got the satellite dish they needed for the Penguin’s master plan Penguin ditched Bane and he got really pissed threw a massive tantrum in front of the cops and got knocked out unconscious by a police car. And so the police had to drag Bane back to Arkham Asylum and that’s why we didn’t get to fight him in the hero’s side of the story.

Even if Bane was included the boss against him would probably have been too hard and so they cut him from the story.
