I don't include exdi's in my builds to keep them free to play friendly, but you could replace technique 4 with either exdi spimeltech or exdi spiratech.
Shouldn’t you just get resta field on the techter tree so you can max out the compound technique on the force tree? Also wouldnt bouncer or slayer be more viable than techter right now with either the crit bonuses or the downs 😮
Taking techter and grabbing stuff on that instead of force's own tree allows you to get all the rod skills. Also resta field is main class only. That said, slayer an bouncer are also good options, but i think techter is the most convinient.
An updated video is coming, its been delayed since they announced customizable photon arts, and i want to wait for thier release since they will certainly change things
God, I just wish the Force (or Techter) weren't dumbed down compared to base PSO2 and so few techniques :C Now it just feels like a mindnumbing right click spam of 'match weakness color' and that's it :C

Im not super familliar with talis, but if you swap the rod skills for talis skills, everything else should work just fine.

Octo for potency is probably better.

What weapon should I multi with the rod?
it doesnt need one. you could switch techter for bouncer if you wanted and multiweapon jet boots, but rod is fine by itself

Talis is good for spread shot (AOE) use during PSE bursts. Pop spread shot then hold the button for a tech. Easier on your hands than spamming.
