Remeber, she became cruel because of him because all she wanted was his attention but since she was the daughter of the father the emperor hated the most, he couldn't give it to her. The second empress after her was more cruel to her because she's willing to kill people even on her side just to get what she wants. The empress dowager all wanted was power and to rule the Inner Court and never loved the Emperor, not one bit. Seung nyan is no different, she lusted for power after the defeat of Tanashiri's clan. In the end, none one of them is good. Not even Wang Yoo or the Emperor. Did the emperor did even hold power? He still became a puppet even after Seungnyan became Empress. That's how government works, you have to be cruel to stay on top and there would never be peace.

Tanashili didn't even think about poisoning Prince Axu, while Bayan even sent assassins to kill a prince. Tanashili fights her own battles. Everyone knows that she is dangerous, while Bayan turns others against each other and acts innocent herself. Tanashili keeps her word and doesn't kill anyone who doesn't pose a threat to her.
