Division 2 on ASUS ROG Strix Scar 18 (2023) RTX 4080

I bought Division 2 on sale. Does anyone know how to make it use more GPU power? It's just using around 60% to 70%, I tried lower settings, but it didn't help. I tried removing the undervolt of the CPU, but that didn't do anything either. It's playable for me, but 144 fps would be nice.
