I figure I should correct what's going on here a bit. The Generator was running on 240V single phase. this is a single phase siren, however, these ACA Single-phase sirens use control cabinets with what are called "start capacitors" and "run capacitors". The control equipment and capacitors were not functioning properly during this test which is why it was cut short. sucks we weren't able to run a full test of the allertor but oh well.
They were basically bypassing the whole start and run system. My guess is that it was running solely on the start caps due to the potential relay not kicking in and switching it to the run caps. Apparently how they managed to do that was by pressing down on the main contactor test button and not the cabinet test button, which apparently requires an additional 120VAC supply to activate the contactor coils and the potential relay. I honestly see how that mistake could've been made, the whole setup is confusing but it's really the only way to run the motor...
