Remember that although you might think the flow of gas has been completely shutoff, it is probably still flowing at a very low volume. Make sure all the control knobs to you grill or stove are turned off, before resetting the safety valve.

You can hook up the adapter and take it right back off. Then hook it back up and the safety valve should be reset. You can open the hand wheel as fast as you need too. The volume of gas is controlled by the control knob on the grill. Hope this helps some more.
If it is just turning and not opening or closing the threading on the valve may be stripped. you should propabably go exchange that tank. Hope this helps!

My shut off valve just keeps turning and turning can i tighten it like we do a water shut off wheel.

Or how about releasing some pressure by opening the pressure set screw for 30 seconds??
You could definitely try that. This is just one way.
