Depends. Private is good when making torrents for private trackers. Otherwise, if you're sharing to anyone, public is better. And yes, the IP of the device.

actively refused would mean your port isn't open. so either you didn't port foreward. or you did port forward but didn't set a static ip adderess and the ip changed. or you use a firewall and didn't add a exception in the firewall. or you use antivirus software which has a firewall or is broken.
I created a torrent without doing all the port and tracker stuff, and its active in my seed catagory. It now has 8 peers. Who are those peers? How did they find my file? I havent uploaded the file to any sites. It also says that the seed ratio is 0.00 so nobody is downloaidng it? But there are 8 peers?

Your router needs to know which device to send the information for port 6969 (the one he opened), so he selected the ip address for his computer

You have to sign up and upload to the torrent to the site.
