Only 2 institutes are available for mtech course in DGFS: IIT Bombay and IIT Madras.
I think they will not allow mtech course in any other institute.

You have apply for it after final results are announced. But you need to get admission through COAPS. Only few candidates get selected who has top marks in interview.
