I'm new and I want a character to spend, I didn't even complete world 1 xD
Depending in your preference, Andras is a META PVE specially raid, while Ara is can be META in PVP specially in Colosseum.

Does the weapon skill level mean anything? This one is level 1 but I've seen them go up to 5 or more.
Increase the % of scaling damage.
Yes, it has something to do with the damage. High level means hight damage %
