I would say Smite is solid B tier from what I have seen. And this meme build looks very interesting and I am willing to try it out. However I have a few builds to finish up. Heck I am interested in trying Smite in general.
I was sort of debating wether to build this one, since I found the Scepter. But now I realise, that the playstyle is almost identical to the phoenix assa that I already play lol....

I think "proc on attack/cast" needs to be implemented on lower lvl items too
