As you can see there is some excellent horseship going on. The guard is calm not over reacting. He is just gently prompting the horse back into position.
I personally feel that it may have been the spectators who were climbing up to get a better view that possibly spooked the horse. Because there was a number of times the armed officer had to reprimand individuals to get down.
The problem is once the horse gets uncomfortable or spooked the guard has virtually little control to stop them. They can only try and calm them the best way they can by talking to them, patting them or use of the rein and bit.
A reliable commenter on another chanel who seems to know much about everything said that the lady police officer was doing undercover work. Whatever that means !! 🤷
