Mawashi Uke is a double deflecting move. The first hand begins deflecting with the Shotei and rotates for ending with Shuto, then you chamber it with the palm facing the sky, and rotate it when your hand is positioned above the hip. The second hand begins rotating and deflecting with the Shuto and ends deflecting with the Seiryuto until it goes below the hip level, then you chamber it naturally to the hip. When your second hand rotates and ends in Sukui Uke, you can't directly grab the opponent's arm, and the deflection could be against a weapon, so you could still be injured because you don't keep vertical control over the opponent's arm.
