Fyodor did not write Sigma into the book. Not only would this imply he already had the book (since the page the DOA steals is blank on both sides and can't have been used for this), but it also doesn't work with the timeline. Sigma was written into the book around three years ago and just kind of plopped into the middle of the desert. He was found by a group of criminals who found out about his ability and forced him to work for them. After escaping, he encountered Fyodor, who offered him a job at the Sky Casino, which he accepted.
