I figured they existed considering they existed in DQM 1 & 2 (this game is DQM3, not a monsters spinoff like the others).
However, i did need to look it up to make sure i don't miss any of them.

I talked to all the NPCs and never got these breeding dialogues? Is there a trick?

Yes the breeders only work in the Lower echelon and if you have already beaten the game or even moved to the next echelon they may not work.
