Why does it have to have a “commercial” aspect? You’d be ruining one of the natural wonders of the north-east bay. The winery building should be made into a multi-use museum, clubhouse for youth, families and senior citizens, a recreation center, an art space and perhaps the Ranger station. Maybe a small food concessionaire drawn from the local businesses. Those cottages could be a fine city-run Bed and Breakfast. A gigantic casino and parking for 3 zillion cars would ruin it.

City of Richmond had plenty of opportunities to build and rezone the rest of their neighborhoods and failed to do so. You get what’s coming to you.
