Why is there no natural fertilization and reproduction?

Muskie have been presentMuskie have been present in Lake Wingra for at least the last 50 years. My brother and I were told about them back in the early 70s by the old musky fisherman of Madison who had been fishing them for much longer than that. Either the DNR was stocking on the QT for decades or there was natural reproduction.

This is terrible fish passage btw. Muskies taking lots of hits basically face first into concrete. Dig a deeper spillway pool for them to get better height on jumps at least. Or install a simple ladder system on the side. Terrible to see this. I wish people were smarter.
