There's not enough playable blue creatures to make the blue Flare good in timeless. The green one is insane with the addition of more Eldrazi. Being able to find wastes with it and with the new sol land means that you could possibly have 5 mana on turn 2.
Yeah I like all of the flares. I think that the floor of blue flare is higher than the green one. But I do think all of them will see play in decks and sideboards. Free spells almost always fine some usecases.
