The identity of the winter soldier is something he wants to put behind him so adopting the identity of captain America will be a good step in his journey. Also, Falcon already has an identity of equal standing to Captain America. If that wasn’t enough, there’s also the fact that he’s one of a few African-American superheroes. I know there’s “lots” of superheroes of African origin in marvel, but many of them aren’t as well known as Falcon.
