As much as i love simple choreography, i feel bad for the rappers (especially Peniel) because they don't have a lot to sing and they're just standing there in front of theirs mics...
Considering it's a Ballad song, and Ballads are like 99% vocals, 1% Rap you can't have lots of Rap parts during the song... They can't give Peniel more lines since with 3 Rap parts they can't cut the some of the other rappers for him and he's not a vocal to get a part on the song itself... Though Ilhoon and Minhyuk also got their single Rap line all through the song (even though they were Background Vocals at one point) Maybe Peniel's line was shorter but again they can overcharge a Ballad with a bunch of Rap lines, it's not Hip Hop...
Maybe since he's just a Rapper while Minhyuk and Ilhoon are Lead Rapper and Main Rapper that in some way determines how much you sing... Like in 4Minute's Crazy Jihyun gets like 1 single part while Gayoon and Jiyoon get most of the Vocals in the song since they're Main and Lead Vocalists
