I'd go for a ryzen 7600x on a B650 Asrock mobo. 2x32gb ddr5 ram (cheapest you find), 2 TB Lexar NM790 m.2 ssd, a cheap 65$ case with at least 3x 120mm fan included, and try to find a decent second hand graka (rtx3080 or better). A decent 27" monitor (1440p, 165hz) should set you back 200$ and check your local IT store for deals on keyboard/mouse. All that should keep you well below budget.
