Yep, level 3 Shinku Hadoken deals around 50% *at least.* Not as broken as the damage from Ryu's Shin Shoryuken in Alpha 3 but in both cases is a bit challenging to actually land a hit with them in an actual match
I had the impression that the "Shinku Hadouken" was a beam, but it is only in the "vs. MARVEL" series, and the others are in the form of a large Hadouken that hits multiple times.

Ryu in the beginning was definitely arrogant. It wasn't until he met and was defeated by Ken that he started to mellow out and started being humble.
You should see how Ryu acts in the anime Street Fighter II V. He and Ken both start out as a couple of arrogant punks

Dead or Alive 5's Power Blows have the same concept
Zangief's was particularly potent. Holding his 360+K gave you 1 hit of armour and you could let go and he would command grab the next frame.
