📝 𝐒𝐡𝐚𝐲𝐤𝐡 ʿ𝐀𝐛𝐝 𝐚𝐥-ʿ𝐀𝐳ī𝐳 𝐈𝐛𝐧 𝐁ā𝐳’𝐬 𝐀𝐝𝐯𝐢𝐜𝐞 𝐓𝐨 𝐓𝐡𝐞 𝐑𝐮𝐥𝐞𝐫𝐬 𝐎𝐟 𝐓𝐡𝐞 𝐌𝐮𝐬𝐥𝐢𝐦 𝐖𝐨𝐫𝐥𝐝 𝐑𝐞𝐠𝐚𝐫𝐝𝐢𝐧𝐠 𝐏𝐚𝐥𝐞𝐬𝐭𝐢𝐧𝐞 📝 𝟭) The leaders must judge by the law of Allāh in all matters, as the rulers are a means to reforming the people 𝟮) Unity the ranks of the Muslims upon the sharīʾah to remove Jewish aggression, completely eliminating the so-called state of Israel 𝟯) Form a strong unified army with the best quipped weaponry with careful planning 𝟰) Avoid aligning with both the West and the East, become an independent bloc and avoid external influence • Shaykh ʿAbd al-ʿAzīz Ibn Bāz said: *❝To Their Majesties and Excellencies, the leaders of the Arab states, may Allāh grant them success in seeking His pleasure and in ensuring the well-being of His servants, amen. Peace and Allāh’s mercy and blessings be upon you:* حضرات أصحاب الجلالة والفخامة من قادة الدول العربية، وفقهم الله لما فيه رضاه وصلاح أمر عباده آمين. سلام عليكم ورحمة الله وبركاته: *On the occasion of this significant gathering, which the Arab peoples and the Muslim nation hold in high regard, hoping it will lead to the removal of the effects of Jewish aggression, the defeat of Zionist factions, and the reclamation of seized land from their hands, I felt it was my duty-out of devotion to Allāh, His Book, and His Messenger ﷺ as well as to you, our leaders, and to contribute to the greater good-to send the following advices from the Islāmic University in the city of the Prophet ﷺ:* أما بعد: فبمناسبة هذا الاجتماع العظيم الذي تعلق عليه الشعوب العربية والأمة الإسلامية الآمال الكبيرة لإزالة آثار العدوان اليهودي، والقضاء على عصابات الصهاينة، واسترجاع الأرض السليبة من أيديهم، رأيت أنه من الحق علي نصحا لله ولكتابه ولرسوله ﷺ، ولكم أيها القادة، وإسهاما في الإصلاح العام، ومعذرة إلى الله أن أبعث إلى حضراتكم من الجامعة الإسلامية في بلد المصطفى ﷺ الوصايا التالية: -. *First: Fear Allāh in all matters, advising each other to remain steadfast on His path, uphold His law, judge by it, and combat all that opposes it. You are the leaders of the Arabs and Muslims, and through your righteousness and unity on the path of guidance, Allāh will reform your people and all Muslims, if He wills. You all know that there is no honour, protection, respect, or guaranteed victory over enemies except by holding firmly to Islām, applying it, and judging by it, as was the practice of your righteous predecessors whom Allāh aided and supported, as He promised in His words: {If you support Allāh, He will support you and make your steps firm}. Islām provides solutions to all problems, reforms all matters, and establishes justice among everyone in its most complete form, if the intention is righteous, effort is expended, and affairs are entrusted to the right people.* أولا: تقوى الله في جميع الأمور والتواصي بالاستقامة على دينه، وتحكيم شريعته، والتحاكم إليها، ومحاربة ما خالفها من المبادئ والأعمال؛ لأنكم قادة العرب والمسلمين وبصلاحكم واجتماع كلمتكم على الهدى يصلح الله شعوبكم وسائر المسلمين إن شاء الله، وتعلمون جميعا أنه لا عزة لكم ولا منعة ولا هيبة ولا انتصارا محققا ومضمونا على الأعداء إلا بالتمسك بالإسلام وتحكيمه، والتحاكم إليه، كما جرى على ذلك سلفكم الصالح، فأيدهم الله، ونصرهم كما وعدهم سبحانه في قوله: ﴿إِنْ تَنْصُرُوا اللَّهَ يَنْصُرْكُمْ وَيُثَبِّتْ أَقْدَامَكُمْ﴾ وفي الإسلام حل لجميع المشاكل وإصلاح لجميع الشئون، وتحقيق العدالة بين الجميع بأكمل معانيها إذا صلح القصد وبذلت الجهود ووسدت الأمور إلى أهلها. *Second: Practice forgiveness, purify hearts, unify ranks, and agree on a single goal-following the sharīʾah, abandoning anything that opposes it, working to remove the effects of Jewish aggression, and completely eliminating what is called the State of Israel. Combine all efforts and forces toward this noble goal while relying on Allāh and seeking His support, as Allāh commands: {And prepare against them whatever force you can muster}, and: {O you who have believed, take your precautions}, along with other verses and aḥādīth that convey this meaning.* ثانيا: التسامح وصفاء القلوب وتوحيد الصف واتفاق الكلمة على هدف واحد وهو اتباع الشريعة وترك ما خالفها والعمل على إزالة أثر العدوان اليهودي، والقضاء على ما يسمى بدولة إسرائيل نهائيا، وتكاتف جميع الجهود والقوى لهذا الغرض النبيل، مع الاستعانة بالله والاستنصار به في ذلك؛ عملا بقول الله سبحانه: ﴿وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ﴾ وقوله: ﴿يَا أَيُّهَا الَّذِينَ آمَنُوا خُذُوا حِذْرَكُمْ﴾ وما جاء في هذا المعنى من الآيات والأحاديث. *Third: Form a strong, unified, joint army, equipped with the best available weaponry, under a single, trustworthy, and mutually acceptable command. This command would rely on a consultative council made up of the defence ministers and military leaders from all Arab states and any other Islāmic states that wish to join. This council would operate based on consistent principles and thorough planning, aiming to achieve the desired objectives. Your Excellencies are well aware of the immense benefits of such a council: adhering to caution, proceeding according to the guidance of sharīʾah and its wise teachings, and following Allāh’s command to His Prophet: {And consult them in the matter}, and Allāh’s description of the believers: {And their affair is [determined by] consultation among them}.* ثالثا: تكوين جيش مشترك قوي موحد مجهز بأكمل الأسلحة الممكنة تحت قيادة موحدة أمينة مرضية من الجميع، تستند إلى مجلس شورى مكون من وزراء الدفاع وأركان الجيش في جميع الدول العربية، ومن أحب أن ينضم إليها من الدول الإسلامية ليسير المجلس في جميع شئونه على قواعد ثابتة وأسس مدروسة من الجميع؛ رجاء بأن يحقق الغرض المطلوب، ولا يخفي على حضراتكم ما في هذا المجلس من الخير العظيم والحيطة والسير على هدي الشريعة وتعاليمها الحكيمة، والعمل بقول الله لنبيه ﷺ: ﴿وَشَاوِرْهُمْ فِي الْأَمْرِ﴾ وقوله سبحانه في وصف المؤمنين: ﴿وَأَمْرُهُمْ شُورَى بَيْنَهُمْ﴾
*Fourth: Maintain complete neutrality, avoiding alignment with either the Eastern or Western bloc, and strive to become an independent bloc that benefits from the expertise and weaponry of others without allowing any external influence or interference in internal or external affairs. This neutrality is closer to preserving both religious and worldly well-being, more complete in terms of honour, dignity, and respect, and safer from enemy interference in your affairs and their access to your secrets. It is authentically reported that the Messenger of Allāh ﷺ said to a man who wanted to join him in the Battle of Badr: “Have you embraced Islām?” The man replied, “No.” The Prophet said: “Return, for we do not seek help from a polytheist.” However, the Prophet did hire a polytheist guide on his migration route and borrowed armour from some polytheists at the Battle of Ḥunayn. This indicates that using the weaponry of enemies and benefiting from their expertise is permissible and does not fall under the kind of assistance the Prophet forbade in the aforementioned ḥadīth, provided that they do not interfere in our affairs or participate in our military.* رابعا: الحياد التام وعدم الانحياز إلى كتلة شرقية أو غربية وبذل الجهود على أن تكونوا كتلة مستقلة تستفيد من خبرات غيرها وسلاحه، من غير انحياز أو تدخل من الغير في شئونها الداخلية أو الخارجية، ولا يخفى أن هذا الحياد أقرب إلى السلامة في الدين والدنيا، وأكمل في العزة والكرامة والهيبة، وأسلم من تدخل الأعداء في شئونكم، والاطلاع على أسراركم، وقد صح «عن رسول الله ﷺ أنه قال لرجل أراد أن يغزو معه يوم بدر: هل أسلمت؟ قال: لا، قال: ارجع؛ فلن نستعين بمشرك» مع أنه ﷺ استأجر دليلا مشركا في طريق الهجرة واستعار من بعض المشركين دروعا يوم حنين، فدل ذلك على أن الاستعانة بسلاح الأعداء والاستفادة من خبرتهم لا مانع منهما وليستا بداخلتين في الاستعانة التي نفاها النبي ﷺ في الحديث السابق إذا لم يكن لهم دخل في شئوننا ولا مشاركة في الجيش. *This is what I felt was important to present to Your Excellencies briefly and concisely. I ask Allāh to rectify your hearts and deeds, guide your steps, unite you in what brings happiness to you and to all Muslims, and grant you victory over your enemy. Indeed, He is the Protector and Capable of this. Subhanullah, if the shaykh was alive today and said what he said he would labled a khaariji or with principles of the ikhwaan, likewise shaykh al Albani and bin Baaz rahmatullahi 'alayhim regarding issues of jihad and t'awun with ahlul bida when there is a duroora in jihad for example. I've seen somewhat of an increased politicising of salafiyyah recently especially since October 7th and these positions are completely neglected و الله المستعان
This is not true they wouldn’t have been called this and this is very wrong to say. Sheikh Rabee bin Hadee Al madkhali also talked about the rulers in some places. Now we as Salafis we don’t do Takfeer or publicly talk bad about the Hukkam, but we do advise the people and we do show solutions. No one will do Tabdee on the sheikh for these issues.

I advise to you to ignore everything Abū Muṣʾab Wajdī ʿAkkārī says regarding this topic, his position is not only terribly wrong, but incredibly dangerous as well. Abū Muṣʾab doesn’t believe that the rulers of the Muslim world have any obligation to perform a military rescue of the people of Palestine, and that doing so would be quote _”cleaning up Ḥamās’ mess.”_ His position contradicts the consensus of classical Islāmic jurists of all four madhāhib, as well as the major Sunnī scholars of recent times like Ibn al-ʿUthaymīn, Ibn Bāz and ʿAbd al-Raḥman al-Barrāk.

Your Excellencies are well aware of the immense benefits of such a council: adhering to caution, proceeding according to the guidance of sharīʾah and its wise teachings, and following Allāh’s command to His Prophet: {And consult them in the matter}, and Allāh’s description of the believers: {And their affair is [determined by] consultation among them}.*
ثالثا: تكوين جيش مشترك قوي موحد مجهز بأكمل الأسلحة الممكنة تحت قيادة موحدة أمينة مرضية من الجميع، تستند إلى مجلس شورى مكون من وزراء الدفاع وأركان الجيش في جميع الدول العربية، ومن أحب أن ينضم إليها من الدول الإسلامية ليسير المجلس في جميع شئونه على قواعد ثابتة وأسس مدروسة من الجميع؛ رجاء بأن يحقق الغرض المطلوب، ولا يخفي على حضراتكم ما في هذا المجلس من الخير العظيم والحيطة والسير على هدي الشريعة وتعاليمها الحكيمة، والعمل بقول الله لنبيه ﷺ: ﴿وَشَاوِرْهُمْ فِي الْأَمْرِ﴾ وقوله سبحانه في وصف المؤمنين: ﴿وَأَمْرُهُمْ شُورَى بَيْنَهُمْ﴾
*Fourth: Maintain complete neutrality, avoiding alignment with either the Eastern or Western bloc, and strive to become an independent bloc that benefits from the expertise and weaponry of others without allowing any external influence or interference in internal or external affairs. This neutrality is closer to preserving both religious and worldly well-being, more complete in terms of honour, dignity, and respect, and safer from enemy interference in your affairs and their access to your secrets. It is authentically reported that the Messenger of Allāh ﷺ said to a man who wanted to join him in the Battle of Badr: “Have you embraced Islām?” The man replied, “No.” The Prophet said: “Return, for we do not seek help from a polytheist.” However, the Prophet did hire a polytheist guide on his migration route and borrowed armour from some polytheists at the Battle of Ḥunayn. This indicates that using the weaponry of enemies and benefiting from their expertise is permissible and does not fall under the kind of assistance the Prophet forbade in the aforementioned ḥadīth, provided that they do not interfere in our affairs or participate in our military.*
رابعا: الحياد التام وعدم الانحياز إلى كتلة شرقية أو غربية وبذل الجهود على أن تكونوا كتلة مستقلة تستفيد من خبرات غيرها وسلاحه، من غير انحياز أو تدخل من الغير في شئونها الداخلية أو الخارجية، ولا يخفى أن هذا الحياد أقرب إلى السلامة في الدين والدنيا، وأكمل في العزة والكرامة والهيبة، وأسلم من تدخل الأعداء في شئونكم، والاطلاع على أسراركم، وقد صح «عن رسول الله ﷺ أنه قال لرجل أراد أن يغزو معه يوم بدر: هل أسلمت؟ قال: لا، قال: ارجع؛ فلن نستعين بمشرك» مع أنه ﷺ استأجر دليلا مشركا في طريق الهجرة واستعار من بعض المشركين دروعا يوم حنين، فدل ذلك على أن الاستعانة بسلاح الأعداء والاستفادة من خبرتهم لا مانع منهما وليستا بداخلتين في الاستعانة التي نفاها النبي ﷺ في الحديث السابق إذا لم يكن لهم دخل في شئوننا ولا مشاركة في الجيش.
