And to help cut school drop-out ratios amongst boys the states & feds should re-legalize the old (1 master - 1 apprentice) teaching style and the traditional artisanal guilds to guide/administer the system as they used to. I entered the workforce in the early seventies. The biggest setback I had in my working career came from Ronald Reagan.
