The charge q in the electric potential equation 1:02 is the charge that causes, or contributes to, the electric potential, but the charge q in the electric potential energy equation 12:06 is the charge that has the electric potential. Is it true?
Yes, good understanding there, the kq/r equation is the electric potential that a test charge would experience due to charge q.
12:06 If there were no charge around a point charge, would the point charge have an electric potential energy?
If it had zero Coulombs it is neutral so we wouldn't call it a charge in that case :)
