In this video I analyze why the World Government in One Piece created and then tolerated the Seven Warlords (or Shcihibukai) - This includes: Sir Crocodile, Donquixote Doflamingo, Boa Hancock, Gecko Moria, Bartholomew Kuma, Edward Weevil, Dracule Mihawk, Blackbeard (Marshall D. Teach) and of course Buggy D. Clown! ehhehee

The World Government's Biggest Mistake.
I think it's just about those guys not joining the emperors. Alone most of them can be handled by an admiral leading a fleet, but add Crocodile's planning to Kaido's brutal might or Hancock the mini emperor to Shanks, who seemingly solo carries his whole region of the Grand Line, and the delicate balance between the emperors themselves crumbles, and after one wins, all his efforts get directed at the World Government
100% warlords are a great balance tipper for either party!

1. Most people don't know about Im & his weapon.
2. Crocodile only had 2,029 underlings, counting Lassoo, Banchi & Karoo.
3. A non-canon OVA, that had to get its story approved by Oda, already said that they were formed to fight the World Pirates. If they were formed to deal with something as big as the new pirate era, Oda wouldn't've approved of that OVA story.
4. The theory was Marines + Warlords = 1 Yonko & given that Whitebeard almost won, due to Outside help & 1 Warlord helping him & none of the others going all out, it seems to be true. If Blackbeard didn't kill Whitebeard, the Whitebeard Pirates would've won, because the power of a Yonko surpasses the Marines on their own & the full force of the Warlords weren't present. If the Donquixote Pirates, Sun Pirates, Kuja Pirates & *loyal* Blackbeard Pirates were there & the mass breakout didn't happen, it'd've ended in a stalemate.
great to see u back! Love the op content, I personally don't think mihawk is that strong, there is actually a HUGE fight in France between the people who think he is yonko level and the people who think he's not haha. About the video, I do agree with ur reasoning, and I also think that the government is trying to avoid any short terms catastrophes. Even if the warlords are not cooperative, they have a better time keeping them vaguely on their side, so that at least other pirates may not want to make them their allies. The marine is a huge power, but they are still very scared to take big actions, and get admirals off of marine ford. Like, recently, why did they not send an admiral to get mihawk? I think they try to keep their power centralized in case of an attack. We saw that they were badly equipped to take down the warlords, because they're still very powerful. Which is why they had this system in the first place.
100%! - the WG/marines are huge cowards. But more so they are SUPER complacent with maninting the status quo. Also YEAH MAN OP IS HUGE IN FRANCE WTF?!? They got film red before the rest of the world, only like a week after Japan too. When I was there I hit up a couple of the nerd districts in Paris and got so much cool stuff!!! (a lot of manga in French so I gotta brush up lmao)

There reasoning seems wuite clear. We’ll let you do whatever as long as you don’t try that bs again. Hence why they split up the Emperors before Marineford as well.
Great vid on the Shichibukai and man that mouth moving quick af and wish I was there when WG decided let's let pirates do their shit but call on them against other powers not to mention the Gorosei sleep on Luffy's fruit way too long like come guys do better xD
the answer is simple. it simpy to stopped the great pirate era and also the already big pirate in new world from recruiting more pirate.
