I believe so yes, the heat transfer inside a closed system by a computer is thermal radiation (caused by electromagnetic radiation). In theory if darker colors absorb more radiation than others, I assume you could measure a difference in cooling effect though I doubt a large one on a small scale.
Our human eyes can only see 0.0035% out of the whole electromagnetic spectrum...that's not even close to 1% of actually seeing what reality really is...there's so much we cannot see!
