Then there are the rich villains like the Court of Owls, The Joker, who can get his goons to steal banks to pay someone off so it doesn't happen or just threaten their families. There's a lot of stuff that can and probably has stopped Batman from being able to do any of that. Batman genuinely does a lot as Bruce Wayne for gotham.
I think batman should just paralysis the joker from the neck down, that way he can't kill anyone, do he did try that in the dark night returns and the joker just end himself and batman was accused of murder. Still I think a lot of people will overlook it since the joker is you know the joker.

That’s the biggest problem when it comes to superhero discussions. People act like it’s some giant philosophical problem on whether Batman should kill joker or not.
People love to say “it’s not his responsibility for what happens”. No it’s not his responsibility. Batman doesn’t necessarily have a problem with killing criminals per say if it’s by the justice system but he won’t do it himself intentionally as it’s his one rule. As you said the justice system would’ve killed Joker a long time ago.
