Clown Man = Was originally built for amusement Park, he was remodelled by Dr. Wily as combat robot. Able to extend his arm to swing on Flying Trapeze, and can channel high-voltage electricity on his special weapon Thunder Claw. He was also capable to move at high speed while encase himself with Electricity.
Pretty neat addendum to this: from what I remember, in every official backstory Clown Man CHOSE that, because Wily was the only one that really liked his circus performances.
