You've got the right idea. It would probably need to be for more than just presidential pardons, but still, pardons are rather simplistic and prone to be used in corrupt political acts, so adding more regulation to pardons in general would be a good call.
I would turn that around - Make the pardon power subject to a Senate 2/3rd veto vote only. Then it makes it abundantly clear when a party supports treason or not.
