The effect stopping you from Digivolving is a Your Turn Effect. It does not stop Digivolvling during the Opponent's Turn.

Dynasmon trashes revealed cards. And only deletes other level 4's when a different royal knight is played, not when evolved. Of which Drasil would stop you from being able to evolve during your turn.
